Dear Member,
Sub: 1) Notification No: 153/2009-Customs of 31/12/2009 announcing preferential Customs Duty
Rates for specified Goods imported from Malaysia, Singapore & Thailand under the Indo-
ASEAN Preferential Trade Agreement.
2) Notification No. 189/2009-Customs (N.T.) of 31/12/2009 giving the Rules for the
determination of Origin of Goods under the Indo-ASEAN PTA.
The Ministry of Finance, Government of India has vide the subject Customs Notification No: 153/2009 announced preferential, lower import duty rates for goods originating in, and imported from Malaysia, Singapore and Thailand as finalized under the Preferential Trade Agreement between the Governments of the Republic of India and the Member States of the Association of Southeast Asian Nations (ASEAN) Countries. The preferential duty rates are to come into force on the 1st day of January, 2010.
In Notification No: 153/2009 Preferential Customs Duty Rates have been announced for a number of items including leather products & footwear under HS Chapters 42 & 64 at between 7.5% to 9%. Notification No: 153/2009 is to be read with the subject Notification No. 189/2009-Customs (N.T.) giving the Rules for the Determination of Origin of Goods under the Indo-ASEAN PTA. The Notification gives inter alia detailed definitions towards determining the country of origin of the exported good, by defining wholly produced products versus non-wholly produced products for which the local content is specified, identifying processes, which if undertaken in a country, will by itself not contribute to qualifying the good as originating from that country, etc.
