Self assessment scheme for accelerated clearance of
import / export cargo – April 25, 2003

Dear Members,
As members are aware, one of the important announcements made by the Hon’ble Union Minister for Finance and Company Affairs in his speech while presenting Union Budget 2003-04 relates to introduction of self-assessment scheme for importers and exporters in customs clearance procedures. The self assessment scheme was aimed at reducing the transaction time through faster customs clearance of Export-Import consignments.
As a first step in this direction the Central Board of Excise & Customs (CBEC) in the Department of Revenue, Ministry of Finance, has now introduced a self assessment scheme called Accelerated Clearance of Import and Export scheme (ACS).
A copy of the Customs Circular No.30/2003 dated 4.4.2003 issued by CBEC in this regard is forwarded herewith for your perusal and reference.
According to the scheme guidelines, all Status Holders as per Exim Policy will be eligible for availing the scheme both for Import and Export.
All importers (including manufacturer-importers) who have been importing goods for the past two years from a particular customs station and have field at least 25 Bs/E during the preceding year at that particular customs station
will be eligible for import clearance under the scheme
Manufacturer-exporters who have been exporting for over two years from a particular customs station and have filed at least 25 Shipping Bills at the said customs station during the preceding year
will be eligible for export clearance under the scheme, besides 100% EOUs etc.
Member-exporters may please note the guidelines of the scheme and avail the same for faster clearance of their export as well as import consignments.
