Sub : Revised All Industry Rates of Duty Drawback (DBK Rates)Ref :    Customs Circular No.27/2012 dated 5th October 2012 &Customs Notification (Non- Tariff) No. 92/2012 dated 4th October 2012 

Dear Member 

We wish to inform you that the Department of Revenue, Ministry of Finance, Government of India has notified the revised All Industry Rates of Duty Drawback covering all export products including leather & leather products & footwear for the year 2012-13 vide Customs Notification (Non- Tariff) No. 92//2012 dated October 4, 2012. The revised DBK rates will come into effect from October 10, 2012. The highlights are given below.

  • Under Chapter 41, the DBK rates for finished leather has been increased from 5% to 6% and the cap value from Rs.8 per sq.ft to Rs.11.5 per sq.ft. Also, for lining leather, the rate has been increased from 5% to 6% and the cap from Rs.5 per sq.ft to Rs.7.2 per sq.ft.

Chapter 42   

The following are the highlights of Chapter 42 items.

√  For Harness made of leather, the Rates reduced by 0.1% but cap increased by Rs.33/- per piece. 
√  For Saddles made of leather, Rates remain the same but cap increased by Rs.59/- per piece. 
√  For Harness and saddlery made of non-leather including textiles or synthetic materials, Rates remain the same but cap increased by Rs.17/- per piece. 
√  For Trunks, suitcases, vanity cases etc,. with outer surface of leather, of composition leather or of patent leather (420201), Rate reduced by 0.8% and cap increased by Rs.24.60 per piece 
√  For Handbags with outer surface of leather or composition leather/patent leather (420204), Rate reduced by 0.8% and cap increased by Rs.12.40 per piece 
√  For Articles of a kind normally carried in the pocket or hand bag, with outer surface of leather, of composition leather or of patent leather. (420207) , Rate increased by 0.1% and cap increased by Rs.16.60 per piece 
√  For Articles of Apparel made of leather (420301), Rate remains the same but cap increased by Rs.187/- per piece. 
√  For Industrial Gloves made of leather (420304), Rate remains the same but cap increased by Rs.4/- per pair. 
√  For Other gloves made of leather  (Fashion Gloves) (420306), Rate remains the same but cap increased by Rs.23/- per pair. 
    
Chapter 64 
  
The following are the highlights of footwear under Chapter 64 
  
√  For, Leather Shoes for adults, other than boots & half boots (640305), Rate remains the same but cap increased by Rs.49 per pair. 
  
√  Leather Shoe Uppers for adults, namely boots and half boots (640601), Rate increased by 0.2% and cap increased by Rs.52.60/- per pair. 
  
√  For synthetic footwear falling under 640201, there is no change in rate and cap values. 
  
A statement of comparison of DBK rates between 2012-13 (New Rates) and 2011-12 (Old Rates) along with the DBK Schedule for items under Chapters 41,42,43 and 64 are enclosed herewith. Also enclosed are the aforesaid Customs Circular No.27/2012 dated 5th October 2012 and Customs Notification (Non- Tariff) No. 92//2012 dated October 4, 2012 
 
The following new entries have been included in the Drawback Schedule for 2012-13, as per representation made by CLE.
