Sub: Implementation
of Target Plus and Duty Free Credit Entitlement scheme for status holders.
As you are aware, the DGFT
operationalized the Duty Free Credit Entitlement Scheme (DFCE) and Target Plus
Scheme for the Status Holders during April 2005, and necessary Application
formats have been notified in Appendix 17D of the Handbook vide Public Notice
No. 69/2004-09 & 70/2004-09 dated April 7, 2005. However, subsequently, DGFT
kept these schemes in abeyance so as to further simplify the schemes and notify
the simplified application formats. The Council’s circulars to the members of
even number dated April 8 & April 28, 2005 refers in this regard.
In this regard, we now wish to inform
you that the new formats for Target Plus Scheme and erstwhile DFCE Scheme for
status holders have now been notified by DGFT through the following Public
Notices:
1. Public Notice No.15
(RE-2005)/2004-09 dated 04.06.2005 - for DFCE scheme for status holders
2. Public Notice No.16
(RE-2005)/2004-09 dated 04.06.2005 - for Target Plus scheme for status
holders
A copy of the said Public Notice
alongwith Application formats (Appendix 17D) are appended herewith for your
perusal and reference.
All status holder member-exporters may
please note and accordingly submit the applications for these schemes to the
licensing authorities concerned as stated in the Public Notices.
Kindly note that applications under
the DFCE scheme are to be submitted to the licensing authorities before Dec
31, 2005 as per Para 4 of Public Notice No.15 RE-2005)/2004-09 dated
04.06.2005. In respect of Target Plus scheme under the Foreign Trade Policy
the last date for filing applications shall be
Dec 31, 2005 as per Para 3.2.5 (iv).
