Sub :Circular II - Regulations concerning import of hides/skins/leathers
Dear Members,
Your kind attention is invited to the Council’s earlier circular dated April 25, 2008 wherein we had forwarded the Notification dated March 28,2008 issued by Department of Animal Husbandry, Dairying & Fisheries, Ministry of Agriculture, Government of India, which specifies regulations on import of livestock products, including hides, skins & leathers.
As per this Notification, import of raw hides & skins, including raw fur skins will now be allowed only with a Sanitary Import Permit which will be issued by Department of Animal Husbandry, Dairying & Fisheries while import of semi-processed leathers such as tanned or crust hides and skins, wet blue leathers, EI tanned leather etc., and also finished leather will be allowed only upon issue of a No Objection Certificate by the office in-charge of the Animal Quarantine and Certification Services Stations located at Delhi, Mumbai, Chennai and Kolkata.
The Council has already represented to the Government regarding the problems due to the new regulations. The decision of the Government is awaited. However, as of now the regulations of the Notification dated March 28,2008 will apply.
Considering that the consignments of raw hides & skins and leathers
for which the orders were placed in advance and which are arriving
in the country now are facing customs clearance problems for want
of Sanitary Import Permit or No Objection Certificate, the Council
has also requested the Government to consider allowing clearance
of Consignments of raw hides and skins which may arrive in the country
till May 31, 2008 on the basis of certification of local Animal
Quarantine Stations itself by issuing an advance or post facto Sanitary
Import Permit as the case may be, without having to apply for Sanitary
Import Permit in New Delhi. The decision of the Government is
awaited in this regard.
Meanwhile, as mentioned above, importers of raw hides & skins and leathers are required to adhere to the provisions of the Notification dated March 28,2008. Considering this, we are forwarding herewith the details of officers dealing with issue of Sanitary Import Permit for import of raw hides and skins in the Department of Animal Husbandry, Dairying & Fisheries, New Delhi and also the Animal Quarantine Officers in Chennai, Mumbai, Delhi and Kolkata who are concerned with issue of No Objection Certificate for import consignments of semi-processed leathers like tanned or crust hides and skins, wet blue leathers, EI tanned leather etc., and also finished leather.
Members may also note that the application for issue of Sanitary Import Permit has to be submitted in Form B which is given in the Department of Animal Husbandry & Dairying Notification dated July 7, 2001.This Notification is hosted in the website www.dahd.nic.in, under the heading “Trade” under sub-heading “notification”,which members may refer.
