COMPILATION OF DATA FOR THE PURPOSE OF REVIEW OF ALL INDUSTRY RATES OF 
DUTY DRAWBACK FOR THE YEAR 2003-04" - JAN 18, 2003

Dear Members,

Sub: Compilation of data for the purpose of review of All Industry Rates of Duty Drawback for the year 2003-04

As you are aware, the Department of Revenue, Ministry of Finance, Government of India, reviews the All Industry Rates of Duty Drawback annually and new rates are notified after the announcement of Union Budget every year.

For this purpose, the Council is required to collect necessary data from member-exporters, giving consumption details of indigenous / imported inputs used in the manufacture of different export products and the duties suffered thereon; and submit a comprehensive proposal to the Directorate of Drawback in the Department of Revenue.

Towards this, the Council engaged Chartered/Cost Accountants who will compile, verify and certify data of the member-exporters and submit the same to CLE, Head Office. The professionals engaged have been briefed on the exercise to be undertaken by them. 

The data submitted should pertain to the period Oct 2002 to Jan 2003, and should be in the prescribed format - DBK I, II III with covering proforma - which are attached herewith. The data should be supported by copies of the purchase invoices, excise invoices, bills of entry, shipping bills etc. The revision of DBK exercise not only includes recommendation for revision of All Industry Rates of DBK for existing products but also suggestions for fixation of DBK rates for new products. 

The Directorate of Drawback indicated that the revised All Industry Rates of DBK are likely to be announced on April 1, unlike the past practice of announcing the rates every year on June 1. You may, therefore, furnish the data accordingly before Feb 10 enabling the Council to submit a comprehensive proposal by Feb 15 to the Directorate.

The members desirous of submitting data are requested to contact the Head Office / Regional Offices, who will then depute Chartered/Cost Accountants to your company for collection and compilation of data.

Needless to mention, submission of adequate and proper data is crucial for the Directorate of Drawback to consider the recommendations of the Council for fixation of realistic rates of DBK rates for different product groups. Therefore, we seek your co-operation in the matter.
