Dear Sir,
Sub: Anti-Dumping investigation initiated by European Commission against certain types of footwear from China and India
We invite your kind attention to Council’s letters dated 4th July , 6th July and 7th July 2005 sent to member-exporters of footwear, informing about the EU Notice dated June 30, initiating an Anti-Dumping investigation against import of certain types of footwear from China and India.
All these communications are available in the Council’s website www.leatherindia.org
under ‘Policy heading’ for any immediate reference by our member-exporters.
In this connection, we would once again request you to send the following information directly to EU Commission before
July 15, 2005, as mentioned under point No.5.1(a) the EU Notice in respect of footwear with uppers of rubber, plastics, leather or composition leather, having a protective toe cap (metal & synthetic).
-name, address, e-mail address, telephone, and fax, and / or telex numbers and contact person
-the turnover in local currency and the volume in pairs of the product concerned sold for export to the Community during the period 1 April 2004 to 31 March 2005.
- the turnover in local currency and the sales volume in pairs for the product concerned on the domestic market during the period 1 April 2004 to 31 March 2005.
-whether the company intends to claim an individual margin (individual margins can only be claimed by producers)
As suggested earlier, exporters who have not exported the footwear with protective toe cap (product under investigation) during 1.4.2004 to 31.3.2005 may also send a ‘Nil’ statement to EU commission
A copy of the communication sent / to be sent to European Commission in this regard may please be forwarded to Council’s Head Office in Chennai either by fax or by courier immediately. This will enable the Council to provide any further information /guidance to the exporters concerned in the matter. It will also facilitate the Council to inform the Department of Commerce / Embassy of India, Brussels about the member-exporters involved in the EU investigation, the total quantum of specific types of footwear under investigation, exported from India to EU and other related information.
In case any communication is not received by the Council’s Head Office from you by July 18, 2005, the Council shall presume that you are not an interested party to the EU anti-dumping investigation. Accordingly, no further communications in the matter will be sent in future.
Member-exporters of footwear may please note the above and do the needful at the earliest.
