Members of the Council,

Dear Members,

Sub: Online submission of application

We invite your kind attention to Council’s Circular No. 14/005/106/2006 dated Jan 19, 2006, appending therein DGFT policy circular No.44 dated Jan 10, 2006, giving details about online submission of applications for various schemes like DEPB, Advance Licence, EPCG etc. 

In the said circular of DGFT it was mentioned that all applications should be submitted with digital signature on DGFT website and the payment of licence fee should be made through the Electronic Fund Transfer (EFT) from designated Banks. This instruction of online submission with digital signature and EFT system was made effective from Jan 16, 2006.

However, based on representations from trade and industry about the difficulties faced by them, particularly the procedure of opening Electronic Fund Transfer (EFT) with designated banks, the DGFT has now decided that the system of remitting licence fee through EFT mode will be optional only till March 31, 2006

Accordingly, the exporters can now make online submission of applications for various schemes with digital signature system and the payment of licence fee can be made either through EFT (with 50% concession) or through a Treasury Challan or Demand Draft (as per normal procedure).

A copy of the DGFT Policy circular No.48 (RE-2005)/2004-09 dated Feb 10, 2006, issued in this regard is enclosed herewith for information and necessary guidance of member-exporters. 

Kindly note the current system for online submission of applications through DGFT website for availing various schemes, enshrined in the Foreign Trade Policy.

In this regard, we once again request the member-exporters to refer to the Council’s circular No.14/005/106/2004 dated 21st Feb 2004, in which the complete procedure and formalities regarding digital signature and also Electronic Fund Transfer system is provided based on DGFT circular then issued in this matter. The said Council’s circular is still available in the Council’s website www.leatherindia.org  under Policy section with caption “Facility of Digital signature for exporters”
