Dear Members,
Sub: Compliance to ISPM-15 norms during export of goods packed in wooden
pallets/wooden boxes
As you are aware, many countries have stipulated that wood packaging materials
used in the packaging of import consignments should be completely free of pests
by either heat treatment or fumigation with methyl bromide in accordance with
the International Standards for Phytosanitary Measures (ISPM-15).
In this regard, we invite your attention to our earlier circular of even number
dated Sept 22, 2005 which has information about the regulations put in place by
USA.
In this background, we have received letter dated Jan 16, 2006 from Directorate
of Plant Protection, Quarantine & Storage, Faridabad informing about
non-compliance of norms by Indian exporters for the export products packed in
wood packaging material. A relevant extract of the said communication is
reproduced below, which is self explanatory.
Further, we have been informed by Directorate that Lebanon will implement ISPM
15 w.e.f. March 26, 2006
Members may kindly take note of the above and taking necessary action so as to
avoid refusal and deportation of consignments by the importing countries.

Relevant extract of communication dated Jan 16, 2006 received from Directorate of Plant Protection, Quarantine & Storage, Department of Agriculture & Cooperation, Ministry of Agriculture, Government of India, Faridabad :
“It has been reported by the Plant Protection Services of different importing countries about the non-compliance of ISPM-15 by our exporters for the goods packed in wood packing material. It is, therefore, reiterated that it may be brought to the notice of all exporters that many countries require wood packaging material used in the packaging of their import consignments to be rendered completely free of pests by either heat treatment or fumigation with methyl bromide in accordance with the International Standards for Phytosanitary Measures (ISPM-15).
The wood packaging material used for packaging of export consignments is required to be marked after treatment by the treatment providers authorized by the National Plant Protection Organization as per the guidelines prescribed under ISPM 15. Government of India has formulated the national standards to facilitate accreditation of these treatment providers and provide them with exclusive International Marks and Numbers. All exporters who use wood packaging material for packaging their goods for exports should ensure that such wood packaging material is treated by the authorized treatment providers under ISPM 15. The list of such treatment providers is available under the tab ‘Treatment Providers’ in website address:
