Sub: Target Plus Scheme (2005-06)
This is in continuation to Council’s circular of even number dated June 16, 2006 appending DGFT Public Notice No. 08(RE-2006) dated 12th June 2006 about the duty credit entitlement under Target Plus Scheme in respect of exports made from
1.4.2005 to 31.3.2006 (2005-06).
In this connection, we would like to inform the members that the DGFT has now notified the Application Form for applying to Target Plus Scheme for 2005-06.
This has been notified as Appendix 17D in the HandBook of ProceduresVol-1. The Public Notice No.22(RE 2006) / 2004-09 dated 14th June 2006 issued by DGFT enclosing therein Application Form (Appendix 17D) have been hosted in Council’s website
www.leatherindia.org under ‘policy’ section. Interested member-exporters may browse the website and download the DGFT Public Notice and Application Form for applying to Target Plus Scheme for 2005-06.
These are also available in the DGFT website http://dgft.delhi.nic.in
or http://dgft.gov.in which can also be browsed. This is for information and necessary guidance of member-exporters.
While on the subject of Target Plus Scheme, we would like to inform that the Council has recently received a communication from Federation of Indian Export Organisation (FIEO) stating therein, that Federation has set up a separate group of affected exporters to take up the issue of uniform 5% duty credit benefit on the incremental export growth during 2005-06, as against the previously
notified graded duty credit benefit for those achieving incremental export growth of 25% and above. Status holders who have achieved 25% and above incremental growth in export during 2005-06 as against 2004-05, and who are affected by uniform entitlement of duty credit benefit in view of DGFT Public Notice No.08/2004-2009 dated 12th June 2006 may send the details at the following address

Based on the details provided by the affected exporters, the matter can be consolidated and taken up on a National level.
The FIEO also informed that they are now chalking out a suitable strategy / action plan to seek redressal from the aforementioned DGFT Public Notice. However, for this purpose authentic data on the number of affected exporters, loss of duty credit benefit etc, is crucial.
We therefore request affected member-exporters to furnish required information to FIEO immediately.
