Dear Members,
Sub: FOCUS PRODUCT SCHEME- Notified Products for Leather Sector.
We invite your kind attention to Council’s circular No.14/005/106/2006 dated 12th June 2006, giving details of Focus Product Scheme along with list of value added leather products and leather footwear, notified in Appendix 37D of the Hand Book of Procedures

In the said list of notified products, eligible for Focus Product Scheme, the description of Leather Footwear falling under ITC(HS) Code 6403 was wrongly specified as “Footwear without soles of rubber, plastics, leather or composition leather and uppers of leather”
The Council immediately took up the matter with Director General of Foreign Trade to notify the correct description in order to avoid problems while availing the Scheme by exporters of leather footwear.
In this connection we would like to inform our members that DGFT has now issued the Public Notice No.56/(RE-2006)/2004-2009 dated 22nd September 2006, giving correct description of Leather Footwear, which reads as “footwear with outersoles of rubber, plastics, leather or composition leather and uppers of leather”.
A copy of the abovementioned DGFT Public Notice is enclosed herewith for reference and necessary guidance of member-exporters.
It may be mentioned here that the above description broadly covers all types of leather footwear, such as leather shoes,leather boots/half boots, sandals, slippers, chappals etc.made of different types of soles but with uppers of leather only.
Member-exporters may please note and avail the Focus Product Scheme in respect of notified eligible products, exported from 1st April 2006. The Application Format for availing this scheme i.e.,APPENDIX XB of AAYAT-NIRYAAT FORM is yet to be notified and the Council is constantly contacting DGFT in this regard. As soon as it is notified, the same shall be circulated to member-exporters immediately.
