Dear Members,
Sub: Issue of Certificate of Origin (Form A) under GSP Schemes
As members are aware, India is one of the beneficiary countries under the scheme of Generalized System of Preferences (GSP) of the European Union. Leather & leather products falling under HS Tariff Chapter 41, 42, 43 & 64 are eligible for preferential duty treatment when imported from India into all 25 countries of European Union.
Please refer to Council’s circular No. 14/005/042/2005 dated July 28, 2005 issued in respect of GSP scheme of European Union and the preferential duty treatment to Indian leather & leather products.
For availing such preferential duty treatment under EU GSP scheme, the exporters of have to obtain Certificate of Origin in Form A from the offices of Export Inspection Agency across the country.
In this background, we would like to inform that ROMANIA and BULGARIA have joined European Union from 1st January 2007.
As these are new member countries of European Union, the EU GSP scheme will obviously applicable for export of leather & leather products from India to these countries also.
In this connection, the Council has ascertained from Export Inspection Council of India in New Delhi about the issuance of Certificate of Origin in Form A for leather & leather products exported to ROMANIA and BULGARIA to avail preferential duty on its import into these two countries.
It has been confirmed that all offices of Export Inspection Agency in different cities have been issued necessary instructions by the Export Inspection Council of India to issue GSP certificate in Form A for these two countries also Member-exporters may please note and accordingly obtain the Certificate of Origin in Form-A from Export Inspection Agency offices for export of leather & leather products to Romania & Bulgaria.
