Dear Members,
Sub: Amendments in Focus Product Scheme & Focus Market Scheme
In terms of Para 3.10.2 of the Foreign Trade Policy 2004-09, exporters of notified products through EDI enabled ports to all countries are entitled for availing benefit of Focus Product Scheme (FPS). Similarly, under Para 3.9.2 of the FTP, exporters of all products through EDI enabled ports to notified countries are entitled to avail benefit of Focus Market Scheme (FMS).
Several exporters situated in interland places like Kanpur, Agra, Jalandhar etc export their shipments through ICDs where Customs has not yet introduced the EDI system. Exports affected through these ICDs are not counted for benefit under FPS & FMS. Based on the representation of such exporters, the Council has taken up the matter with DGFT, requesting to remove the eligibility condition of export affected only through EDI enabled port.
We are happy to inform you that DGFT has now considered our request and issued a Notification No.6 (RE-2007)/2004-09 dated May 23, 2007 wherein shipments from non-EDI enabled ports shall also be eligible for benefits under FPS and FMS. A copy of the Notification is appended below for your perusal.
Members may kindly take note of above, and avail the FPS and FMS accordingly.
