Sub : Guidelines for the
Norms Committee
Dear
Member,
As
members are aware, the Advance Authorization Scheme is one of the
Duty Exemption schemes implemented by the Government of India as
per provisions of the Foreign Trade Policy 2004-09. This scheme
allows duty free import of inputs, which are physically
incorporated in the export product by exporters. Such Advance
Authorizations are issued for import of inputs as per Standard
Input Output Norms (SION) specified by Director General of Foreign
Trade (DGFT).
There
is a Norms Committee functioning in the Directorate General of
Foreign Trade which functions as a recommendatory authority for
fixation and modification of SION. The Norms Committee also considers applications for import of
inputs whose norms have not been notified for fixation of
adhoc norms in such cases
The
DGFT has issued a Policy Circular No. 20 dated 5.12.2007 (copy
enclosed) wherein guidelines for fixation of adhoc norms and
revision/modification of SION have been specified.
