Dear Members, 

Sub: Exports from Inland Container Depots (ICDs) under duty exemption schemes - amendments reg.

In the last week of May 2003, the Department of Revenue, Ministry of Finance, issued Customs Notification No.84/2003 dated 27.5.2003 amending various Customs Notifications issued earlier permitting the export made under various duty exemption schemes like Advance Licences, DFRC, DEPB etc from Inland Container Depots (ICDs) only through the seaports at Mumbai, Nhava Sheva, Kandla, Chennai and Kolkata.

Since such stipulation of permitting export only through certain specified sea ports caused un-necessary hardships to the exporters in shipping their export consignments under Export Promotion schemes, the matter was taken up in the Open House meet held in Chennai on June 17, in which Member (Customs) CBEC as well as Director General of Foreign Trade participated.

Appreciating the difficulties of the exporters on this score, the Department of Revenue, issued Customs Notification No.97 dated June 25, 2003, making appropriate amendments to remove the stipulations earlier notified on exports from ICDs. An exclusive Customs Circular No.54/2003 dated 25.6.2003 was simultaneously issued clarifying the matter stating that the export goods received from Inland Container Depots under Export Promotion Schemes shall henceforth be allowed to be shipped from any of the notified sea-ports and not as restricted earlier.

Member-exporters may please note the above changes. A copy of the Customs Circular No.54/2003 dated 25.6.2003 is attached herewith for ready reference and necessary guidance.
