No.14/005/106/2004                                                                                     Jan 29, 2004

Members of the Council,

Dear Members,

Sub: Exim Policy Amendments –reg

As you are aware, a series of trade facilitation measures were announced by DGFT on Jan 28, 2004 primarily to bring down the transaction costs, with a view to provide an impetus to International trade, accelerate incremental growth rate of Indian exports and enable India to emerge as a manufacturing hub for quality goods and services. Towards this direction, Export-Import Policy & Procedures 2002-07 has been amended, and some of the important highlights of such amendments are as under:

  • Further simplification in the EPCG scheme, with more flexibility given to discharge the export obligations under the scheme

  • Duty free fuel permitted with actual user condition under DFRC scheme, with the objective to bring down the power cost to the exporters

  • Filing of license and other applications using digital signature facility

  • Upto 5 lakhs worth of free gifts can be exported

  • Gold card scheme for credit worthy exporters with good track record for easy availability of export finance on best term being worked out by RBI.
