Dear Members,

Sub: Amendments in the SIONs for finished leather 

We wish to inform that the Director General of Foreign Trade, New Delhi sometime back undertook an exercise of revising the Standard Input-Output Norm (SION) for finished leather, which are notified in Handbook of Procedures Vol-I under Sl.Nos.G7 & G46. The DGFT initiated this review exercise in the backdrop of alleged misuse of DFRC facility by some exporters of finished leathers in importing vegetable tanning agents such as gambier extract etc.

In this connection, the DGFT sought the technical opinion of CLRI and also the views of the CLE. Based on the industry's suggestions, the CLE provided its views to DGFT and the whole issue was discussed over series of meetings of the Advance Licensing Committee (ALC) held in the DGFT office, New Delhi, in which representatives of both CLE as well as CLRI participated. After detail deliberations, a consensus view was taken to modify the Entry No.12 of the finished leather SIONs notified under S.No.G7 & G46, which pertains to various types of tanning extracts.

Based on the decision of the ALC meeting, the DGFT now issued a Public Notice No.70 (RE-03) / 2002-07 dated June 29, 2004, amending the Entry No.12 of SIONs for finished leather (S.No.G7 & G46) 

The relevant extract of the said DGFT Public Notice is appended herewith for your information and necessary guidance in availing various duty exemptions / remission schemes for export of different types of finished leathers.
