Duty Free Credit Entitlement scheme (DFCE) and Target Plus scheme kept in abeyance

Dear Members,

As you are aware, the Duty Free Credit Entitlement scheme (DFCE) and Target Plus scheme introduced to the Status Holders have been operationalised and for this purpose necessary application formats for these two schemes have been notified in Appendix 17D of the Handbook vide DGFT Public Notice Nos. 69/2004-09 & 70/2004-09 dated April 7, 2005.

As mentioned in our earlier circular dated April 8, 2005, the aforesaid application formats have been hosted in CLE website www.leatherindia.org under 'Policy Section'.

In this background, we would like to inform that the DGFT office has now issued a Policy Circular No.02(RE-2005/2004-09 dated April 20, 2005 stating that the application formats for these schemes are being revised in view of representations received from the Trade & Industry for simplification
of documentation requirements. Accordingly, the Regional Licensing Authorities have been advised not to accept the applications for grant of DFCE and Target Plus until new application formats are devised and notified. Also applications already received will be kept in abeyance. The said policy Circular is attached herewith for ready reference.
