ELIGIBILITY:
Only those exporters who are registered with the “Council for Leather Exports” as manufacturer-exporter of leather footwear/leather gloves/travel goods/hand bags and such similar such containers all made of leathers are eligible for availing the duty free import facility. The eligible exporters should have valid RCMC and they should be currently on the membership roll of the Council.
ISSUANCE OF EXPORT PERFORMANCE CERTIFICATE (EPC)

Application for obtaining Export Performance Certificate (EPC) for the preceding financial year i.e. 2001-02 shall be submitted to the Council in the format given in
Annexure-I, along with required declarations etc.

The details to be furnished in the application should pertain to the export bills realized during 2001-02 in respect of shipment of Leather Footwear / Leather Gloves / Travel Goods / hand bags and similar such containers all made of leathers.

Applicant-exporters are required to furnish correct and complete information certifying the realization of export proceeds by the banker, supported with Chartered Accountant’s verification. The EPC shall be issued only on the basis of export realization during the year.

Such applications shall be submitted to the respective Regional Offices of the Council. In respect of members of Southern Region, such applications may be submitted to Head Office.

Upon receipt of applications together with the stipulated documents from the eligible exporters, the Council will issue the Export Performance Certificate (EPC), duly allotting specific Serial Number, and also mentioning the duty free import entitlement @ 1% of their previous year export performance.
ISSUANCE OF IMPORT CERTIFICATE (IC)
For each import clearance of the permitted inputs as given in the Custom Notification No.72/2002 dated 23.7.2002 the exporters are required to follow the following procedure.

At the time of import, the exporter will apply for import certificate to the concerned office of the Council from where the EPC has been obtained. Such applications should be submitted in the format prescribed in
Annex-II, along with the original EPC and other documents required therein.

The applications should be accompanied by ‘fee’ in the form of Demand Draft or Banker’s Pay Order in favour of ‘Council for Leather Exports’ for a sum equivalent to 1% of the CIF value of permitted inputs to be imported under the scheme. Such ‘fee’ should be rounded off to the next higher multiples of ten Rupees. However, the minimum amount of fee payable shall be Rs.100/-.

The Council, upon receipt of the said application, and the required ‘fees’ will issue the Import Certificate (IC) for being produced before the Customs at the time of import clearance of consignments to avail duty free facility. The Council will issue the IC for the first consignment specifying the previous import as “Nil”.

After obtaining the IC, the exporter should produce it before Customs to clear the consignment. The Customs will endorse on the reverse of IC, the assessed value of the import consignment and will return it back to the exporter.

Such Original IC, duly endorsed by the Customs, should be submitted to the Council while applying for subsequent IC.

Thereafter, for subsequent consignments, the IC will be issued duly specifying the quantity & value of imports already made against the previous ICs. Such value of import will be debited on the reverse of original EPC also.
The exporter is required to follow the above procedure for each subsequent import consignment of permitted inputs to avail duty free facility.
The Council reserves the right to call for any other documents/ information that may be relevant for this purpose.
